Summary
Capital.com holds licences in Cyprus, the UK, Australia, the UAE and Kenya, all confirmed on the regulators’ registers, and serves international clients through an entity in the Bahamas. Its controlling owner is named in the audited accounts of its UK company, and the enforcement record found is minor: a €10,000 CySEC fine in 2022 and a self-reported breach of Australian leverage limits that was remediated under ASIC’s oversight.

Corporate Structure & Ownership
74/100The group is privately held. The audited 2025 accounts of Capital Com (UK) Limited, filed at Companies House, name founder Viktor Prokopenya as ultimate controlling party, and Companies House records him as holding 75% or more of that company. We did not find audited consolidated accounts for the group.
- StrengthCapital Com (UK) Limited’s accounts for 2025, audited by Buzzacott Audit LLP and filed on 28 August 2026, state that its immediate parent is Capital Com Investments Limited (Cyprus) and that the directors consider the ultimate controlling party to be Viktor Prokopenya.
- StrengthCapital Com SV Investments Limited publishes audited Pillar 3 disclosures, including a 2024 consolidated report that lists the group’s subsidiaries and their regulators.
- ObservationThe group’s 2025 Annual Review states that its financial metrics are unaudited and based on management accounts. Audited consolidated group accounts were not found in public sources.

78/100UK clients may be covered by the FSCS and clients of the two Cyprus companies by CySEC’s Investor Compensation Fund. Execution & Pricing
Not assessed in a desk audit. Spreads, slippage and fill quality can only be measured with live accounts.
Conduct & Disclosure
80/100No material enforcement action was found in the last eight years. CySEC fined the Cyprus entity €10,000 in 2022 for reporting suspicious transactions late, and in 2023 ASIC oversaw compensation by the Australian entity after it self-reported breaches of leverage limits.
- LowOn 14 March 2022 CySEC fined Capital Com SV Investments Ltd €10,000 for non-compliance with article 16(2) of the Market Abuse Regulation, after it informed CySEC with undue delay, through two suspicious transaction and order reports, of its reasonable suspicions that certain transactions could constitute insider dealing. The decision was announced on 6 April 2022.
- LowIn November 2023 ASIC named Capital Com Australia Pty Ltd as one of seven CFD issuers that self-reported issuing CFDs above the leverage limits in ASIC’s product intervention order and ran remediation programmes to compensate affected clients. ASIC described these as possible breaches; no penalty was imposed.
- ObservationThe Securities Commission Malaysia added Capital.com to its Investor Alert List in March 2022. Under our methodology this is recorded but not scored. Warnings about Capital Com Investment Ltd (capitalcominvestment.com) and an FCA clone notice concern firms unconnected with the group.
- ObservationCapital.com’s help centre lists maximum retail leverage of up to 500:1 in the UAE and up to 200:1 for clients in the rest of the world, against 30:1 in the EU, the UK and Australia. These terms are lawful in the jurisdictions concerned, so under our methodology they are recorded but not scored.
Operational Resilience
Not assessed in a desk audit. Uptime, incident history and security controls require evidence from the firm or live monitoring.

Evidence and scope
Scope
Desk audit of the group’s client-facing entities, using public sources only: regulator registers and announcements, court and stock-exchange filings, and the firm’s own published documents, as available on 10 October 2026. No accounts were opened, nothing was tested live, and the firm was not asked for evidence.
Limitations
Absence of a public enforcement record is not evidence of good conduct. The licence numbers of the Bahamas and UAE entities are taken from the firm’s disclosures; the registers list both companies but not those numbers. Audited consolidated accounts for the group were not found. ASIC did not say which four of the seven CFD issuers in its 2023 review paid additional compensation. Capital.com’s website served its EU pages from our location, so its international pages were read through the international site’s own addresses. The share of clients served through the Bahamas entity could not be measured from public sources.
