Summary
Exness holds FCA and CySEC licences, but both companies serve institutional clients only, and its international site serves clients of companies in the Seychelles, Curaçao and the British Virgin Islands, which sit outside any compensation scheme. We found no public enforcement action against it in the last eight years. The group does not publish its ownership, though the UK register names two persons with significant control of the UK company.

Findings
Regulation & Licensing
45/100The CySEC and FCA licences were confirmed on the registers, but both companies state that they do not serve retail clients. Retail clients contract with Exness (SC) Ltd, listed by the FSA Seychelles and approved by South Africa’s FSCA as an OTC derivative provider, or with companies in Curaçao, the British Virgin Islands, Mauritius and Belize.
- StrengthExness (Cy) Ltd holds CySEC licence 178/12, issued 5 September 2012; the register lists www.exness.eu as its approved domain. Exness (UK) Ltd has been authorised by the FCA since 1 September 2016 (FRN 730729).
- HighExness states that Exness (Cy) Ltd and Exness (UK) Ltd do not offer services to retail clients and individual investors. Its international site is operated for clients of Exness (SC) Ltd (FSA Seychelles), Exness B.V. (Central Bank of Curaçao and Sint Maarten) and Exness (VG) Ltd (BVI Financial Services Commission), and its footer also names Exness (MU) Ltd (FSC Mauritius) and Forexite Ltd. (FSC Belize).
- StrengthSouth Africa’s FSCA lists Exness SC (Ltd) as an approved OTC derivative provider, and Kenya’s Capital Markets Authority lists Exness KE Limited as a non-dealing online foreign exchange broker (licence 162).
- ObservationThe FSA Seychelles register lists www.exness.com as the website of Exness (SC) Ltd, and Exness’s client agreement for that company is governed by Seychelles law with disputes settled in the courts of Seychelles. The share of clients served by each company could not be measured.
Corporate Structure & Ownership
70/100The group is privately held and does not publish its ownership. Companies House names Petr Valov and Igor Lychagov as the persons with significant control of the UK company, its regulated companies are identifiable on registers, and the Cyprus company publishes annual Pillar III disclosures.
- StrengthCompanies House lists Petr Valov (more than 50% but less than 75% of shares and voting rights) and Igor Lychagov (more than 25% but not more than 50%) as persons with significant control of Exness (UK) Ltd, both notified on 6 April 2016. Exness names Petr Valov as its Chief Executive Officer.
- ObservationExness (SC) Ltd, Exness B.V., Exness (VG) Ltd and Exness (CY) Ltd each report to the global LEI system that they have no parent company because they are owned by natural persons, who are not named there. The group does not publish an ownership chart or group accounts.
- StrengthExness (CY) Ltd has published Pillar III or risk management disclosures since 2012; its 2025 report is audited on a solo basis and records that it acquired Exness Investment Bank Limited, Labuan, on 26 May 2025. Group accounts are not published.
Client Money & Payouts
45/100Exness states that no government-backed compensation scheme is available to its clients. Its Seychelles client agreement commits to segregated client money and negative balance protection, and it is a member of the Financial Commission, a private dispute resolution body.
- HighExness states: “There is no government-backed Compensation Fund or similar scheme available for clients.” Its retail clients contract with companies outside any investor compensation scheme.
- StrengthThe Exness (SC) Ltd client agreement states that client money “will be held in a separate client money bank account and will be kept segregated from the Company’s own funds”, and that its negative balance policy “ensures that Clients will not lose more money than deposited”.
- ObservationExness is a member of the Financial Commission, a private external dispute resolution body whose fund covers its own judgments up to €20,000 per client. It is not an investor compensation scheme.
Execution & Pricing
Not assessed in a desk audit. Spreads, slippage and fill quality can only be measured with live accounts.
Conduct & Disclosure
88/100No public enforcement action against an Exness company in the last eight years was found in CySEC’s decisions, the FCA register or the FSCA’s enforcement records. A warning in India and offshore leverage terms are recorded below but not scored.
- ObservationThe Reserve Bank of India’s Alert List (updated 19 November 2025) names Exness (www.exness.com) among entities not authorised to deal in forex in India. Under our methodology regulator warnings are recorded but not scored.
- ObservationExness offers unlimited leverage on forex and metals to clients with equity under $5,000 who have closed at least 10 orders, and caps leverage at 1:400 for clients of its Kenyan company. Under our methodology offshore incentives are recorded but not scored where lawful.
Operational Resilience
Not assessed in a desk audit. Uptime, incident history and security controls require evidence from the firm or live monitoring.
People & Community
30/100No Great Place to Work certification was found. Exness reports a fintech scholarship programme launched in 2022, which it says has awarded 61 scholarships in five countries, a €1.1 million donation for COVID-19 medical support and classroom boards for schools in the Seychelles.
- ObservationNo Great Place to Work certification was found in Great Place to Work’s public listings.
- ObservationCommunity contribution is reported by Exness itself; we found no independent reporting of amounts.

Evidence and scope
Scope
Desk audit of the brand’s client-facing entities, using public sources only: regulator registers and announcements, enforcement records, the global LEI system, and the firm’s own published documents, as available on 10 October 2026. No accounts were opened, nothing was tested live, and the firm was not asked for evidence.
Limitations
Absence of a public enforcement record is not evidence of good conduct. Exness’s international site redirected from our location, so its footer was read from the Personal Area sign-in page and an archived copy of 28 September 2026. The licences of Exness B.V. (Curaçao), Exness (MU) Ltd (Mauritius) and Forexite Ltd. (Belize) are taken from the firm’s disclosures; those registers could not be queried. The Jordanian company that Exness lists among its regulated entities is not named in the documents reviewed. A reported 2025 advisory by the Philippines SEC could not be opened at the regulator. The share of clients served by each company could not be measured from public sources.
