TBR DESK AUDIT · PUBLIC SOURCES · BBB 59/100

Adequate

Desk audit. TBR carried out this audit on its own initiative, using public sources only. No firm paid for it. No accounts were opened or tested, so Execution & Pricing and Operational Resilience were not assessed and do not count towards the grade. Markets.com may respond, and any response is published in full. How desk audits are scored. See Verified audits, which our trading experts test hands-on.

Summary

Markets.com serves EU clients through a CySEC-licensed Cyprus company and international clients through a South African company licensed by the FSCA, but it also runs a site through a company in St Vincent and the Grenadines that holds no financial licence, although that site describes it as “Regulated by SVG”. Its owners are not disclosed: the last owner on public record is Gopher Investments, which bought the business from Playtech in 2022. No enforcement action was found in the last eight years.

Notes and sources

Evidence and scope

Scope

Desk audit of the group’s client-facing entities, using public sources only: regulator registers and announcements, company and stock-exchange filings, and the firm’s own published documents, as available on 10 October 2026. No accounts were opened, nothing was tested live, and the firm was not asked for evidence.

Limitations

Absence of a public enforcement record is not evidence of good conduct. The current owners of the markets.com companies could not be established from public sources; the ownership trail ends with Playtech’s 2022 sale of Finalto to Gopher Investments. Markets International Ltd’s registration was not checked at the St Vincent and the Grenadines registry, and the share of clients it serves could not be measured. The websites we read do not name a UK entity, and whether Finalto Trading Limited, which is FCA-authorised, serves UK markets.com clients was not established.
